Basic membership needs only an 18+ declaration. Validated KYC is required later to vote or contest in an internal election.
Higher-trust actions need higher-trust verification.
No one is asked for more than the action in front of them requires. Identity verification (KYC) is only collected when it protects a higher-trust action, such as voting or contesting.
